What is a PPP?

  • A Public Private Partnership is a form of contractual arrangement between Government and the private sector which harnesses the skills and capability of the private sector in designing, constructing, operating, maintaining and financing major infrastructure projects.

    One of the key characteristics of a Public Private Partnership is that the Government maintains control of the infrastructure by monitoring the performance of the private sector. The Government makes payments based on a performance regime and if necessary, can 'step-in' to ensure services are delivered. A Public Private Partnership brings new incentives to the private sector to deliver infrastructure as payments do not commence until the facilities are ready for operation.

Phase One of the Construction Process

Phase One A

In preparation for the decanting of some staff and students from the South Brisbane campus, areas on the Morningside and Kangaroo Point campuses will be refurbished.

Once refurbishment is complete, staff and students occupying Blocks J, K, N, P, Q and R will be relocated to the Morningside campus. This will include the Ceramic and Visual Arts (Fine Arts and Sculpture) units of the Faculty of Creative Industries, Finance, Archives, the Online Learning and e-Learn Administration Teams.

In order to retain as many students on the South Brisbane site as possible, the Business Improvement Team, which occupies part of the ground floor of the existing C Block, will be relocated to the Kangaroo Point campus to allow Adult Tertiary Preparation students to use the space.

Site offices will be established on the open area between the existing M and D Blocks, necessitating the closure of the free student car park.

Phase One B

With the decanting process complete (anticipated commencement 30 July 2005), existing Blocks J, K, N, P, Q and R will be demolished to make way for new construction.

New construction in this phase of the project will include a new building to the north of Ernest Street (Block IH), a new complex of buildings to the south of Ernest Street (Block IC) and extensions to the existing H Block (labeled Block ID)
